Requirements for importing dogs to Finland


Regulation for pets incoming from rabies-free countries


EU: Netherlands, Belgium, Ireland, Austria, Greece, Cyprus, Luxembourg, Malta, Norway, Portugal, France, Sweden, Denmark, Germany, Czech Republic and United Kingdom.


Non EU: Australia, Iceland, Japan, Switzerland and New Zealand.


  1. Microchip - It must comply with ISO Standard 11784 or ISO Standard 11785, if not, the importer must bring his own reader

  2. Rabies vaccination - The dog must be vaccinated against rabies, and the dog must be microchipped before it is vaccinated. There is a 21 days period for the first rabies vaccination, but no waiting time is required for the consequent rabies boosters (if administered within the deadline)

  3. Echinococcus treatment (Tapeworm treatment) - The medication has to be administer 1 to 5 days before entering Finland and it has to be properly recorded in the pet’s passport.

  4. Pet passport - A passport that includes all the information required to identify the dog plus all the details about the rabies vaccination and the echinococcus treatment on the dog.

  2. Rabies vaccination - A-List countries: A dog must be vaccinated against rabies at least 21 days before travelling. B-List countries - Rabies vaccination + Rabies test - For this type of countries, it is required do a rabies antibody titration. It should be done 3 months before travelling and only 30 days after the rabies vaccination (or later).

  3. Echinococcus treatment - The dog must be treated 1 to 5 days before travelling. This treatment must contain praziquantel or epsiprantel.

  4. A non-commercial certificate of import - This certificate should be issued by an official veterinarian and it should following the EU's certificate model
